Cambodia’s official news agency, Agence Kampuchea Presse (AKP), reports that China Exim Bank and Funan Techo Coastal-Inland Waterways Company signed an agreement worth nearly US$1 billion in Xiamen, China, on 9 September 2026 for the Funan Techo Integrated Water Resources Management Project. The financing headline refers to this signed agreement. AKP’s announcement does not disclose disbursement dates, loan pricing, repayment terms or conditions precedent. It does not establish that all funds have been drawn or construction completed.

The government’s stated ambition is to connect inland waterways to the sea, reduce logistics costs and support an economic corridor encompassing industry, logistics, agricultural processing, urban development and tourism. Kandal: test the connection to real logistics activity

For sites near the reported river connections, investigate whether an approved terminal or access road would make the land useful to an occupier. Check truck access, permitted use, power and flood exposure. Proximity on a map is insufficient, and a canal frontage may bring restrictions or sever existing access.

Takeo: look for processing and distribution commitments

A potential research angle is space for agricultural processing, storage and distribution. The evidence to seek is named operators, permitted facilities, reliable utilities and commercially workable links to production areas. Proposed industrial activity should not be treated as an existing tenant base or a reason to assume new housing demand.

Kampot: distinguish freight uses from visitor uses

Model a scenario in which the canal delivers no additional rental income during your holding period. If the purchase only works with a rapid infrastructure-led uplift, the assumptions need more evidence.

Keep construction spending separate from lasting demand. Temporary contractor accommodation or storage requirements may end when works finish; long-term leases need a different customer base. Likewise, a corridor announcement does not grant a particular property zoning approval or investment incentives.
